NAREMBEEN WASTE TRANSFER STATION SITE ATTENDANT SERVICES

Council agreed to renew the Narembeen Waste Transfer Station Site Attendant Services Agreement with Mr Peter Miller trading as PM services for a one (1) year period commencing 1st August 2019 and expiring 31st July 2020. Council have also instructed the CEO to commence the process for proceeding to tender for the Waste Transfer Station Site Attendant Services and for this process to be finalised prior to the 31st July 2020.

NAREMBEEN COMMUNITY WELLBEING PLAN 2019-2021

The Narembeen Community Wellbeing Plan was developed over 10 months in four planning sessions.  Council agreed to endorse the Community Wellbeing Plan as presented.  They also acknowledged the facilitation of the Narembeen Community Wellbeing planning sessions by Jo Drayton and Eloise Fewster and the input received from the many stakeholders from the Narembeen community whose input is invaluable.

AUDIO VISUAL SYSTEM—NAREMBEEN RECREATION CENTRE

Following recurrent issues with the audio visual system at the Narembeen Recreation Centre, Council agreed to amend the 2018/2019 Annual Budget, changing the purpose of the $40,000 allocated to the Recreation Centre for a gas hot water system upgrade to cover an upgrade of the audio visual system.

Council also appointed 3 Monkeys Audio Visual Pty Ltd as the contractor to undertake the upgrade of the Recreation Centre’s audio visual system based on the works documented in the quotes provided.

Council also agreed to write to West Coast Hi-Fi Midland expressing extreme disappointment in the audio visual system that was sold to the Shire of Narembeen for the Narembeen Recreation Centre as it was not fit for purpose and that they have been unable or not willing to rectify the problems.

PROPOSED WEIGH BRIDGE AND SAMPLE HUT—LOT 3119 (NO 4544) MT WALKER HYDEN ROAD, MT WALKER

Following an application from CBH, Council approved the application for a new weighbridge and sampling shed at the above location.  The development is required to commence within 2 years or the approval shall lapse.  This consent does not include approval to commence construction.

ADOPTION OF COUNCIL POLICY—DEBT MANAGEMENT

Following the advertising period for Council’s Debt Management Policy of which no comments were received during the public consultation period, Council adopted the Council Policy—Debt Management as presented.

SHIRE OF NAREMBEEN—COUNCIL POLICY—PROCUREMENT FRAMEWORK

Council’s draft Policy “Procurement Framework” is undergoing a public consultation process prior to formal adoption by Council. The Policy can be found on the Shire of Narembeen’s website www.narembeen.wa.gov.au or alternatively if you do not have internet access you are welcome to come into the Shire to view the draft policy and make comments in person.  Comments in writing should be emailed to admin@narembeen.wa.gov.au – please state the Council Policy title in the subject line by Tuesday 9 July 2019.

ACCEPTANCE OF SHIRE’S FEES AND CHARGES SCHEDULE 2019/2020

The Shire of Narembeen’s Fees and Charges have been reviewed and presented to Council accordingly.  Council accepted the 2019/2020 Fees and Charges Schedule as proposed and directed the CEO to include the Fees and Charges Schedule in the 2019/2020 Annual Budget for adoption.

LEASE OF A PORTION OF CROWN LAND—LOT 29608 ON DEPOSITED PLAN 30179—NAREMBEEN AIRFIELD

The Shire of Narembeen proposes to Lease a portion of Narembeen Airstrip, being Crown Land Title Lot 29608 on Deposited Plan 30179, located on Emu Hill Road East within the Shire of Narembeen WA 6369, to DNA Aviation. The proposed lease being for an area estimated to be approximately 6,633 square metres for an initial term of 10 years with the option of two further terms of five years. The market valuation received by the Shire on the 23 April 2019 gives the market value of the disposition as $6,633 per annum or $66,330 for the initial term of the lease. The agreed consideration to be received by the Shire for the disposition is $42,048 for the initial term of the lease.

 

In accordance with Section 3.58 of the Local Government Act the Shire of Narembeen invites submissions with regard to the above mentioned disposition of property. Submissions should be addressed to  The Chief Executive Officer. Shire of Narembeen, 1 Longhurst Street, Narembeen or emailed to admin@narembeen.wa.gov.au  and received by 4pm, Wednesday 10 July 2019.
